Regulations & Incentives on the Rise

In California, new multifamily developments must now install water submeters in individual units, reinforcing resident-responsible utility billing under Senate Bill 7.

Meanwhile, New York is expanding submetering requirements with Local Law 88, mandating submeters in large resident spaces by 2025 to improve energy efficiency and billing transparency. Texas is also advancing submeter adoption, with the Public Utility Commission ensuring fair billing practices for multifamily properties.

With more regulations and incentives emerging, submeters are becoming essential for equitable billing and sustainable resource management.
